Welcome to Cedar Ave. To the west of this location is the Cedar Springs Fish Hatchery which is administered by the fish hatchery located in Caledonia NY. Unlike other fish hatcheries that are located in NY, I don't think this one is open to the public.
The cache you are searching for shouldn't be difficult to find. The container is a large lock-n-lock with plenty of room for trade items and trackables. There are a few items to start with for the kids to trade for.
